You'd have to hook into the event when the delete icon is clicked on the form for ithe itme in list A. However, since there are multiple places where a user can do the delete, including the ECBs, it's very, much non-trivial. You couldn't even do this easily if you were able to use an SPD workflow, as there's no way to trigger a workflow on a delete event.
Bottom line: It may be time to reconsider your architecture.
