The touch is, in my experience, anything that a user does that impacts a Site Collection. I use the word "touch" because it dsoesn't matter who touches the Site Collection with the user. If you add a user to a SharePoint group, they have "touched" the site Collection.
The thing that's odd to me in what you describe is that when a user visits a page in a Site Collection, they have touched it and therefore should be in the UIL.
